Parking fines in Spain

When in Spain in June our OK Mobility car rental car  got towed away. Within the hour we managed to find the place it had been towed to with the help of a friendly resident. We paid the fine and our car was released to us. Today 3 months later I have just received from the car hire company in Spain a parking fine demand for 80 euros and if I pay quickly it will be reduced to 49 euros. We assumed we paid this fine because we paid the 89 euros to where the car was towed to and the car was released. There was no ticket on the car and nothing to say there were any other fees needing paying. OK mobility at Malaga airport are complete sharks they want to charge 20% admin fee on top as well. They already conned us out of 360 euros for extra insurance for which we had a stand alone policy, telling us we would go to prison if we didn't pay and had an accident, and they would not release the car unless we bought the extra insurance. So my question is what is the parking fine for? there was no penalty notice on the car and we had no idea about any other payment except what we paid out there and then . Help appreciated please. Thank you
