Quote for cleaning, repairing, and replacing gutters

I just bought a 4 bedroom semi detached house, in SE London. Pre purchase survey showed dirty/blocked gutters so posted a gutter cleaning job on Checkatrade.
Saw at the weekend's downpours that the gutters were leaking in quite a few places, including a section down the side of the house that looks like it's going to cause damp if I don't get it fixed.
Got a couple of remote quotes (just using pictures) for just cleaning the gutters, best was £150+VAT.
The one guy who came to see the gutters in person found more problems where gutters weren't connected properly, and the leaky gutters down the side needed replacing, quoted me £600 all in all, plus cost of some scaffolding (he thought it would be £400 or so).
Does that quote look reasonable?
