"but should we technically be driving out of our lane instead of driving over the speed bumps correctly? " Yes is this actually breaking the law? I don't know.   If I was overtaking someone or driving round something then I'm certain I would be perfectly justified but to be honest that was not the case although the council does not know that I wasn't overtaking they haven't asked this.

I would say that in my opinion, if you drove into what is essentially a traffic island just because it lacked signs then you were driving without due care and attention. Now obviously other people have done it because that is why the signs are missing and why it is covered with marks, but none of that changes my opinion, which of course could be wrong.

"If you really don't know that, you probably shouldn't be driving. " obviously I know that I have explained why on this occasion I didn't.
I'm not sure I understand. You do know the rule, but on this occasion you didn't know it? Was that a momentary lapse of memory, or what?
  • It almost looks like you crossed double white lines just before the island. TBA it does look like your fault and you might struggle to get the council to pay up

It almost looks like you crossed double white lines just before the island.
But not solid double white lines, denoting 'no crossing', these are broken ones as usually seen in the middle of the road, although the fact that they split into two should indicate to the driver that there is something in between them.  The fact that there are speed bumps in the first place should obviously mean that drivers are expected to proceed slowly - is this a 30mph zone, OP?  Were the street lights operational?

They are solid double over the man hole cover, but you cant see back up the road to see how long they are

But as that truncated section visible in the photo is shorter than the other broken sections of line that are also visible, there's no reason to suspect that it's solid once out of sight!
