Car Park fine - thoughts please

Hi

i parked at the train station and in my rush to get to the train did not pay for the ticket. I thought it went through on the app but it didn’t go through 

I got back to my car in the evening and it suddenly dawned on me that I didn’t pay. At this time, no parking ticket was issued on my car. However I still wanted to make it right if possible so I tried to call up but number…

i then went to the Ringo app and paid for parking. I know on some car parks you can retrospectively pay but not this one. So I decided to pay the charge for the full day anyway even though it was evening by then.

fast forward a few weeks I got issued an invoice to pay £60. I appealed on grounds above and got rejected.

do I have a leg to stand on or should I just suck up and pay?

    It's not a fine (and we will not tell you to pay it)  but why did you appeal saying who was driving?  That was a mistake.

    Napier Parking. I appealed because its the first time I have received it and by the time I received the letter I only had 3 days before the deadline before fine went up to £100.

    As I mentioned in post, I paid for the parking subsequently in evening when I realised that the payment did not go through on app. I receive the letter a few weeks after.

    Please read the NEWBIES FAQS thread first. You need to see what stage you are at, it's all covered.  That appeal was a mistake but you don't PAY!

    If you appeal they can’t enforce the fine or up the price until they’ve made a decision.
    if you don’t agree after that you can appeal to POPLA There info should be on your fine letter as they have to tell you! 

    it’s what I did, my appeal was refused so I appealed again to POPLA and it was accepted as I had a valid ticket, don’t pay it I say.

    Except that Napier Parking Ltd are IPC AOS members and therefore PoPLA isn't available.

    The second level appeal service for IPC members is the IAS and reports here suggest that isn't worth considering.

    But the bottom line is, as you say, don't pay it just because an appeal is refused.

    Napier aren't in the BPA so there is no appeal and no POPLA.  It's not a fine. There's no appeal.

    But the OP still will not pay a penny.  Good to see you supporting and encouraging other new posters not to pay, though @Sharni07, we need more people joining us here!
