Prepaid Card for carers to use

I’m trying to get a prepaid money card for my disabled daughter, for her support workers to use when they are out in the community. I am her Deputy for Finance.
My daughter (aged 24) has profound learning disabilities, and to apply for a card she needs to upload a video of her saying something to verify her identity. Sadly this is impossible.
Can you suggest a way around this please? Many thanks.

Probably be easier if the card was in your name?
Alternatively maybe a bank with branches, so you can go in and try and sort it out.

A photo ID for the card should be possible
I had one of those on a debit card a few years ago - due to poor speech and lack of handwriting

If you are her  deputy are you not able to verify it instead of her?

Pedant alert - it's could have, not could of.
