It depends.
Even wet electric radiator systems can have night charged energy stores.
Some are wet to wet - others brick to wet or other medium.
In the same way nsh are brick to air (not wet - copy paste and incomplete edit oops - must pay more attention - and not be looking out of bus window on way home as post).

The apartment directly underneath (ground floor) is 5200 kWh a year (poor floor insulation).
The primary energy is 17,300 and sounds far more realistic for a EPC E with wet electric rads and boiler. Standard E7 would not work, is it on a 10hr comfort tariff?

Try sticking the address of the flat into https://www.moneysupermarket.com/store/gas-and-electricity/enquiry/ for an indicative idea of the annual energy use. It doesn't matter what tariff you give, you just want to get to the final screen with the usage in kwh.

I'd run a mile and I'm saying that from the position of being very happy all electric.
Unless you intend and are able to convert to modern storage heaters
