We had our patio down by a Sole Trader. However when we paid our bill on completion I noticed his account was not a business account. This doesn't sit well with me. Does this mean that he's not paying taxes as he should? Thanks.

There is no legal requirement for a Sole Trader to have a business bank account so nothing wrong there.

But anyway, if you think your patio layer is avoiding tax then, as a good citizen, it is your duty to report them to the Police, His Majesty's Revenue & Customs, the DSS, Crimewatch, the Daily Mail and his mum.0
