When you wish to seek compensation for a poor holiday experience who do you complain to? Resort or booking.com who holiday was booked via?

Personally, I'd contact the resort in the first instance - and you need to do it while on the holiday, as soon as you realise there is a problem, so that they have a chance to rectify it.
No harm in letting booking.com know as well though, especially if the cause of the complaint is potentially down to an inaccurate description from them.

I have reported to the resort a list of complaints I am not happy with, such as cleanliness, etc they have noted them down but not heard any more back. I don't feel what I have paid justifies what I have received0

How long have you given the hotel to respond?Does the hotel have a complaints procedure that you are aware of?You can contact booking dot com through their customer service portal which would be worth doing.
