There are some odd rumours around it seems. Wasn't there one a few days ago that was asking if the council would buy them a house in the countryside if they gave up their council house in London?1

You get to keep the future money you were paying on rent0

Of course not! Why do you think you should?0

Look on your council's website, google things like <council> money for giving up council property/house/flat. My council does give money for downsizing (its not a lot). Some council's used to give money for giving up a tenancy completely but I don't know if any still do. It used to be a reasonable amount of money, but if any council still does this, I doubt it will be a large sum now.
Or you could just email whichever housing officer manages your property and ask.
Council policies differ, so I'm afraid you'll have to use google or the phone to get an accurate answer. Best of luck.2 -
SOME councils will provide incentives, especially for larger properties. Sometimes just if downsizing. Look at YOUR council's website and/or 'phone them up.0
