APOCA Hospital Ticket

I reciveved a windscreen PCN at an APOCA Hospital Car Park on 20/06/2023.
On the same day I sent an email to the PALS office, stating that a valid ticket had been purchased but it must've fallen off or be placed face down or missed by the attendant - which is true. I attached a copy of the ticket as evidence.
On 21/07/2023 I recieved a NTK from APOCA with the contravention of Parking without displaying valid proof of payment.
On 03/08/2023 I finally recieved a response from the PALS office who said they cannot cancel the PCN and I should appeal directly to APOCA.
Having read the Newbies FAQs, It seems I should have sent the blue template to APOCA after 3 weeks but am now too late.
Is it still worth appealing to APOCA now?

The keeper can appeal to the NTK. The keeper just uses the 'it's non-POFA, I won't be naming the driver, get lost' words seen in all other APCOA threads this year!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
