UKPS, Halfords, Wing Yip

I've been reading a lot to try to get some sense of where I stand, but think I need some advice, as I'm going round in circles with what I'm reading, and feel like I'm reading the middle of a book, but missing the start and the end? Seems like there's a LOT to take on board and it feels overwhelming.

I parked in Halfords Croydon for ten minutes to make a quick purchase. I parked the same as I have done for about the last ten years, albeit infrequently - in the carpark, an empty space on the left. To me, it wasn't obvious that these were trap spaces (by design, it seems from reading here).

I went back today to take photos and check the signage (can upload and link if it helps). It's more obvious than I thought it was based on memory, and other posts with photos here, but still not super clear. The bays aren't marked in paint, there's no big warning sign as you enter. There are UKPS notices on the fence. Halfords have a whiteboard with "Halfords parking this side", but the parking company's evidence photos show a van parked in front of it.

Wing Yip owns the land, but leases it out to UKPS, and Wing Yip's website proclaims that they have nothing to do with it, and don't benefit from fines (except a lucrative leasethat hinges on it ofc!), so complaining to them seems futile? But here it also says an IAS appeal is useless too. But also here it says don't ignore the letters but don't pay?

The other factor is it wasn't my car, I'd borrowed my brother's, and the notice went to him. I've read that I should get him not to name the driver, but I did see mention of naming a "temporary keeper?" The info on this seemed uncertain though. I don't want him to go through it, regardless of whether I or my partner was driving that day

PCN is dated issued 26/7/23, incident date is 24/7/23.

    If you don't want your brother handling it and ignoring debt demands, then he must name you and give your address as the driver.

    Then you will get all the daft letters instead.

    We have other recent threads about Wing Yip. Did you read them?

  • Thanks, yes I did see that one. Shame the forum search doesn't seem to let me filter my subforum otherwise I'd be able to search much more extensively without wading through pages and pages.

    Last note on that says that UKPS have never been known to take it to court and they're harmless? It also says to move, which I assume means "move on" not move address!?

    But it does.

    I used this process...

    In the box at the top of the Parking board I typed yip, as seen here...


    ...and clicked on Search.

    That returned over two thousand finds with the following screen...



    Click on Threads.

    Now on the right hand side of the page, click in the Category box and type the word parking...


    ...and it will complete the board title... Parking tickets, fines and parking 

    Click on those words Parking tickets, fines and parking , scroll down and click on the...
      
    ...button and you will see that the list of returned threads is now reduced significantly to just fourteen entries - easily manageable.
  • Oh neat, thank you! Wasn't very intuitive. I've been using forums for a long time, never expected that setup!

    Can I just confirm then, my overall strategy should be then to have my brother fill in the transfer of liability slip so it's out of his hands, and then basically ignore everything after that point, unless it ends up in court? No point appealing, no point pursuing wing yip further (I've contacted them but don't expect much), debt collector letters are meaningless as nothing comes of them, and UKPS are unlikely to take it to court? Sorry if this all seems obvious to all of you, but it's new for me and pretty daunting.

    Yes that is all true.  Your brother transfers the threatograms to you to ignore!  Not daunting.
