Possible Leak in Housing Association Block

My neighbor in the flat below claims that there is leak coming from my flat above into her flat (she hear's dripping behind her bathroom wall apparently but there is no physical ingress / leak of water). We are both assured tenants living in a housing association 3 story block.
She has had a bad experience with the housing association's (HA) repair team in the past and would prefer for a private builder / plumber to inspect my flat which I have refused as it is the landlord / HA's responsibility to deal with leaks, pipes and such - am I correct in my actions please?

If your neighbour wants to pay for a private builder or plumber to fix something wrong with your apartment, why wouldn't you let them - even if it was the HA's responsibility?
Or are they suggesting that you should pay for one?0 -
I don't think she wants to pay for a fix; she is paying her builder to investigate I believe, but that is the HA's responsibility to my understanding and could put me in breach of my tenancy agreement if I was to allow her builder to investigate the alleged leak from my flat for the HA has assured me that it is their responsibility to fix leaks and such - I can't find any visible signs of water leakage in my flat (I've checked the the bathroom, washing machine etc) so if there is a leak, it maybe in the piping behind the walls.0
