Yes is does include inbound Standing Orders you are receiving from another bank, the FPS has a code to differentiate

I've just opened the app to check mine. If you click on an incoming payment it quite clearly differentiates between incoming funds being sent by standing order or faster payment.

Most, if not all, banks have re-tries for SOs that could not be processed in the regular early morning payment runs. In the case of Metro, customers have until 2pm to top up their accounts. This may have happened in your case.
