Of course doing such a thing would cost them money which I guess they are no prepared to do - whereas the majority of english based companies that operate in Wales to translate and provide a Welsh service

looks like they are trying a second attempt, another piece of abysmal reporting from a reach publication using terms like fines and penaltys.
Still it all helps the parking industry, as by doing so it all helps people think these things are legitimate real fines, and some of those reading this rubbish will be working for car hire company's and so onFrom the Plain Language Commission:
