Unfortunately received a Napier parking FCN

Hi everyone,
Unfortunately we received a FCN from Napier parking.
The driver had entered the car park at around 13:06. The weather was awful and by the time the passengers got out of the vehicle with the pushchair and people queueing at the ticket machine it was about 13:15 by the time they got the ticket for 2 hours.
The driver returned around 15:15 and by the time they got in the car and left the car park was 15:28 and therefore received a FCN for apparently being 21 mins over.
I've attached the FCN that we received and hope we can get it removed with your help!

Having read the newbies thread, I have copied the template to send Napier parking a response
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
Registered keeper name will go here
Is it worth mentioning in the letter above about the weather, the amount of time it took to get the ticket and on the way back by the time everyone got in the car, push chair and cars trying to get out of the car park it took some time.
We have no contact details of the chap who owns the car park.

No point adding more. They will reject it anyway and you then ignore them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As expected I received a rejection letter from Napier . I did attach blue badge as a supporting document but they couldn't careless.
What is the next step?
