Thanks for listing it. I have signed it but it really needs a big push to get anywhere. I do think this is a crucial part of stopping some of the worst practices of rogue companies.
Call me a cynic ( guilty ) but I think the non posting or late posting of documents is all part of the deliberate ratcheting up of pressure on victims, many of them vulnerable
As far as "cynic" goes, I wouldn't call you a cynic for believing that stuff - I feel the same way.3 -

Both the PoFA and the Interpretation Act state that something posted is presumed to have been delivered in two working days if sent first class, or four working days if sent second class.
Therefore two Acts of Parliament (the law) state this presumption. Therefore, if you have proof of posting, the law presumes it was delivered.
If a PPC can't or won't prove a document was sent, then there can be no presumption that it was delivered. The presumption then is that it was never sent.
Sending something signed for is no good because if the recipient refuses to sign for the item, then they have proof it was not delivered.
