Hopefully not. I've tried.

They do listen. I am hopeful but not about the deluded MoJ whose role in all this over the past 10 years has been as 'bulk litigation enablers'. No questions asked. Nothing done.

I saw that daft alarmist crap about '3 million extra claims' and in my submissions to the DLUHC I exposed it as a lie.

Hopefully debt collection fees will be banned however if the debt collection agents were regulated under the FCA their activities would be severely curtailed. There would also be a complaints procedure. I would like to seen the fees banned and the debt collectors regulated. They would have to check whether they were dealing with vulnerable people and there are many vulnerable people who fall foul of the PPC's especially when a car park has changed from being managed by the council to the control of a PPC. This lack of parity affects the most vulnerable.

With regards to the bulk litigators then surely the new single tier appeals service will reduce the pipeline of claims reaching the courts.

As a matter of interest there were comments on Jeremy Vine today about council parking PCN's and the impact on the high street. Towns are being affected. 

There is a retail park near to where I live and I noticed that there are more shops opening up there and that shops are closing in the nearest town. Boots has now closed their store in my nearest town. There is a Boots on the retail park and Aldi have just moved on there. Parking is free all day in the retail park and buses stop there regularly. Ditto the Designer Village. Wilco has also gone in several towns nearby. Wilco stores were predominately in towns and not on retail parks. I have not seen a Wilco on a retail park where I live.

My local authority provides 2 hours free parking virtually everywhere around here.  It has been essential to keep some life in town centres in an already deprived area.  I don't often visit the towns but that 2 hours means I will usually have a look round and possibly have refreshments rather than just go to one essential place and leave again quickly.  

With regard to Snake's_Belly's observation on debt collectors and vulnerable people it beggar's belief that these parking companies do not seem to have to go through the same careful processes as other potential creditors such as the utility companies.  They just do not care if they are the 'last straw' for a vulnerable person.

Council spin among the smoke and mirrors. Little difference to that generated by the BPA, IPC and DRAs to justify gouging the motorist to the max, to fill their coffers. Hopefully the DLUHC won't be conned!
