apparently needs you to have an 'e-permit' but you would never know it until too late.

This retailer looks like a business with no PPC. No large 'P' entrance sign at either entrance:

In May 2023 they changed their parking operator to SABA, also at Purley War Memorial Hospital, as confirmed here:

At Mayday they have over 400 parking spaces and it is hard to park for visitors and for staff.  

So, have they whacked the £PCN up, to fall in line with the PPCs' ludicrously incorrect spiel that a deterrent is all about the money?

Nope:



"UP TO £70"

= A SUFFICIENT DETERRENT EVEN IN A BUSY STAFF PARKING AREA, WHERE THEY HAVE JUST CHANGED THE SIGNS

Good to see a clear sign and 'up to £70' (as it is to be a cap not a set rule by the DLUHC) and the new term matching the statutory Code's terminology:

Several of them use a locked gate overnight (photos taken around 7pm on a weekday):

But other units are open to drive in during the day and evening, and use their own polite parking signs to deter abuse:

Tesco Chelmsford in the heart of the City Centre, almost opposite John Lewis.  Surrounded by pay car parks, both council and privately run.  Close to shops. Surface and multi-storey car park.  Surface car park busy at weekday lunchtime/afternoon, but multi-storey virtually empty.



Well run by APCOA.  30 mins free, no validation needed.  3 hours free if you spend £5 in store and validate at touch screen machine.  Only have to enter last 3 digits of car reg and the machine identifies all cars with those last 3 digits.  Choose your vehicle, validate by scanning barcode on voucher.  Works well. Good signage throughout.  

Disabled, parent and child, EV charging bays all being used responsibly.  No carmageddon.

Riverside Retail Park, Chelmsford aka the Beavis v Parking Eye car park.  Charge is £85, but included to show that signs are just updated with stickers, so cheap to replace.
