The cynic in me would wonder if this was a ploy by a person or persons unknown to generate PCNs by pretending that pay machine parking charges have been suspended.

You could well be right. My guess is that they were binned due to over zealous enforcement and punitive level of charges pee'ing customers off and affecting Matalan business.

Wonder if Matalan will kindly tell you by email how they are getting on now it's an honesty charity payment rather than 'enforcement', and why they decided to remove parking restrictions, to help inform your response to the Call for Evidence.
