@Umkomaas - the Halton case is similar - planning committees seem to only consider the aesthetic, traffic implications and safety nature of the signs and not the bigger picture. I understand there is a view (nor sure if its law) that 4 years after installation is the time within which objections can be raised. The parking industry also says the contract is legal regardless of whether the signs have planning permission or not. This is an interesting one. Four retail outlets on the outskirts of Taunton sharing a site with the car park split into four separately marked areas. Three of the car parks are infested, but the Bradfords Showroom manager told me the Bradfords site manager has refused to allow the PPC to operate on Bradfords' land. This includes the main timber/building supplies yard, showrooms customer car parks, and staff car park.
PPC free yard to the right, but the co-op and Majestic Wine car parks are covered by ANPR and separate signs with different Ts and Cs for each shop.

The showroom manager told me that despite having to drive out and in several times a day when he goes out to do measures at customers' homes, he has never had a problem finding a parking space on his return. In addition, despite having to pass and repass two ANPR scameras, none of the Bradfords' employees are required to enter their VRMs on an exemption whitelist, and none of them has ever had a PCN.

Further to my earlier post about Weston-super-Mare hospital, it was built in 1986, and managed very well without a PPC for many decades until UKPC infested the site, and the charge then was £100.
Some time during the last 3 years, UKPC were booted out and TPS got the contract for the site, but now the charge is £60.
This means that both the Hospital Trust, and the new PPC, believed the £100 deterrent wasn't working and reduced it to £60. In addition, TPS must believe their business model of charging less than the maximum industry permitted charge, and 40% less than the previous PPC must still be viable and capable of returning a profit, even when using foot patrols.I married my cousin. UKPC began infesting W-s-M hospital in October 2018. I witnessed a chap installing signs whilst his UKPC liveried van was parked in a space reserved for Doctors only, but alas I didn't have a camera with my at the time.
I took this photo the day after the signs were installed. It was one of several, deliberately and cynically placed in my opinion.
Weston hospital was amalgamated with the University of Bristol Hospitals Trust in 2020, and by 2022 UKPC had been replaced. The fact that TPS are operating at St Michael's hospital in Bristol, and Bristol Royal Infirmary as well as at Weston makes me believe they won a job lot contract to manage all the Trust's hospitals.
For continuity, this is one of the current TPS signs at Weston hospital, and to be fair to them, I couldn't see any signs hidden in foliage. In addition, the entry and exit barriers have been removed from the Weston hospital to match the other Bristol Hospital that have never had barriers.

Why not monetise their large car parks as well as offer free time for shoppers?
The signs do conflict (the £70 one says 'Tesco customers only' which makes no sense beside the alternative offer to pre-book hours/all day via YourParkingSpace) but we know parking firms aren't that bright, so you can't expect joined up thinking in the terms of two conflicting companies, LOL!
There must be some data overlap to exempt vehicles though, otherwise Horizon would be issuing PCNs to the people who pay to park for longer.
But I think this is a breath of fresh air.
This is what good car park management looks like, IMHO.
This works at many larger or underused parking venues and earns money for the landowner by the simple step of offering long-term parking.
I've often thought that retail parks should offer paid-for parking out of opening hours or overnight. I wondered why they don't, especially in cities including London.

Maybe it's because the likes of ParkingEye (perhaps) haven't suggested it as a solution because there's nothing in it for them and this option to pay reduces the PCN likelihood...?
Wakey wakey ANPR firms. Stop aiming for PCN income only, and start being fairer to consumers and your clients. This would work well in places like Bristol and Brighton, where overnight parking near tourist hotels is hard to find.
Also for sports and local event days, as long as the sites have some overflow parking to spare, which many sites DO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
