    We also need photos of signs that have been changed by the cheap method of putting stickers on them, for example where the charge amount or permitted parking time has been amended. The cost of this will be minute compared with the cost of replacing the signs completely.

    I also think photos of signs where the fake admin/debt collection charges haven't been added might be useful, even if the charge level is higher than £70.

    Any site where the permitted parking time has been reduced from that originally granted by the local planning authority need to be flagged. This is a purely money-grabbing scheme in my opinion. Reduce the time on the signs to catch out more people and make more money to the detriment of other businesses.
    To compliment this, places where signs prohibit leaving site yet the original planning approval include a requirement to allow this to support other local businesses need to be flagged. I know of two in Portishead where the planning approval not only allowed this, but was included in the local transport plan to reduce the number of multiple journeys into the area.
    I'll dig out the planning minutes over the weekend.

    There's more. We should be highlighting any site where the PPC never bothered to obtain planning permission for ANPR systems and advertising consent for signs, or applied retrospectively once they were caught to show how they don't care to abide by the law.

  • Does the DLUHC have a view on parking signs being left in place after the PPC has stopped managing the site?  Obviously it won't result in PCNs but it creates a very confusing situation for motorists where some contracts are enforceable and others are not.  How is the motorist to know which signs to obey?

    On the residential estate where I live, we paid for the parking signs but I do not recall what the contract stated about who owned them.  The PPC was fired after repeatedly breaking the law, but our directors asked to keep the signs as a deterrent.  They remain in place 2 years later but are meaningless. If anyone parks here unlawfully there will be no consequences from the PPC, but possibly would be from the residential property management company.

    The DLUHC won't have a view on signs left behind. That's up to the landowners.

    Shows there is a way to operate parking management at that level and the Hospital and Group Nexus MUST believe is sufficient deterrent.

    States  (website recently updated)  -  "The car parks are run by the Trust, and not as a commercial operation. All money raised goes directly back to patient and visitor services."

    All the cp's have SiP signs so don't know how that sits with the above.


    Will be at Oxford J.R.and Churchill hospitals next week which have the same details on their websites so will obtain relevant photos for them also.

  • Are Horizon and Euro Car Parks linked?  This "pay for extra time" fad seems to be cropping up in major retailer owned car parks.  This is also the case at Guildford Tesco who have Horizon for parking but interestingly the pay for extra time signs don't mention Horizon but a company called "Your Parking Space".  Someone I guess whispered into retailer ears about the fact they can just cut the allowed time and charge if extra is needed (I'm sure the changes were clearly highlighted to patrons.......not)

    Here is the evidence from our High Wycombe correspondent.

    1. Tesco Loudwater, an out of town superstore. No signage in the parking area itself, just this £70 Horizon sign on a wall near the store entrance:



    2. A Tesco Local. They used to have their own signage, with no PPC involved, but it looks like they have recently appointed Horizon. Another £70.



    3. Knaves Beech Retail Park, which has a Homebase, Dunelm, Home Bargains, and Carpetright. Been there for decades, never ever had or needed a PPC.



    4. Lidl, Starbucks, and Wenzel's, on a former Homebase site on the A40 London Road. Been there a couple of years, no PPC appointed or needed:



    5. Tadros Court, HP13, and adjoining roads. This large complex of apartment blocks was built around 20 years ago, and the Management Company have never deemed it necessary to bring in a PPC:



    Conclusion: The deterrent amount does not need to be higher than £70, and the last three examples work perfectly well without any parasitic infestation by PPCs at all.

    A Grand Day Out to the seaside, Weston-super-Mud and environs. Happy memories of courting my Lovely Cousin there, and well worth the trip.

    Weston Retail Park, Weston-super-Mare on the main road in to the town from the M5. No infestation, no landowner restrictions, but without the need for car park management. Many shops including cafes, kitchen designers, tyre fitters etcetera that can all add to the length of time a shopper needs.



    Waitrose, a double whammy. No infestation, and a possible maximum charge of £50.



    ASociated DAiries, next door to Waitrose. £70 charge before discount.



    PE cost of maintaining their signs at the W-s-M site, £0



    Morrison's, Worle, on the main road to Weston, about 1km from the M5 junction. No infestation.



    Separate car park next door to Morrison's serving a number of shops including Boots, infested by TPS. Cost to TPS for amending signs by putting stickers on them, a few pence.





    Retail park serving TK Max, Sainsburys superstore, The Parish Pump pub, a pharmacy, and several more small outlets, Worle, just off the A370 (the old road) to Weston. £60 charge on land owned by North Somerset Council.
