With this in mind, the only relevant question is: -

1.4 What is the average cost of updating signage, and how often this is required?

      Since most parking operators update their signage by the addition of a sticker system, such as that shown below, the cost per sign is only a few pence plus the labour cost to attach the stickers in place. Even in a large car park it can only take a maximum of one hour, plus the cost of visiting the site which should in any case be a routine occurrence to inspect and maintain signage and equipment, and can therefore be written off as normal operating costs. 

The cost of amending signs in real terms can therefore be estimated to be less than £100 per site.

If it's Option 3 then you going to need a lot of stickers because there will now be 3 different potential PCN's amounts; namely £50 (lower), £70 (higher) and £100 (Blue Badge) for outside London for example.

There are quite a few examples of retrospective planning permission applications for ANPR to be found - I think this one for Liscard Wirral is an interesting read as it shows the very narrow remit that planning apply to considering these cases.

Interesting. Some of the councillors were hitting all the objection nails right on the head, lots of objections from locals via petition, but ultimately all to no avail - retrospective approval. Local democracy in full swing!

What doesn't appear evident is how long those cameras were in place before the retrospective permission application, why permission wasn't applied for before installation, who noticed the lack of permission, forcing the retrospective application. 

This lack of respect for planning laws is not restricted to Smart Parking. It does make you wonder how rife it is ... The Parking Prankster lifted a lid on this previously!

Another interesting one on Halton Borough Council's planning portal (22/00284/FUL) - retrospective permission sought and initially refused October 2002.  Allowed on second appeal 28 June 2023.  This was regardless of numerous objections.
