HRP – querying HMRC response re entitlement.
My wife raised a request for missing years on her NI record – she was a “stay at home mum”, although that term may not be PC!
They’ve declined the missing years as “you were not receiving Child Benefit for a child under the age of 16”
To the best of my knowledge, child benefit was paid as the up until the youngest child turned 18 (he was in full time education). So in our opinion, child benefit was being paid.
So who is right here?

Can you prove that child benefit was being paid to her ?There is currently an exercise being carried out to find women who were receiving child benefit but not recorded against their NI number as you did not have to include that on the application at the time. Unfortunately a lot of records have been destroyed so their immediate response is correct as to the information they likely have.

Unfortunately it was often the case that the working parent rather than the stay at home one made the claim, meaning that the latter didn't directly benefit from either the income or the NI credits.
If the benefit was claimed in your name, then your spouse can apply for the NI credits to be transferred to her. It really ought to be done in the tax year following the receipt of the credits but HMRC state that they will consider requests covering earlier timeframes.

Note that the NI credits associated with Child Benefit are now only awarded until the youngest child turns 12.0 -
