RCS (TXT) not working

My wifes new phone (Honor) came with RCS - apparently a better way of texting - however, it keeps on failing - telling her that the message recipients phone is turned off and the message cannot be sent !!
This only happens on some recipients - others work first time
She then has to select a different way of sending the txt - google messenger - but it won't default to messenger
Any advice ..

    The main requirements for RCS are:  Both devices support it and there is a live internet connection and that you're using the Messages app.

    This is not a phone feature, its a Messages feature.

    There is an option to send via text if RCS is not available. My experience was that this didn't work and I found it better to turn off RCS completely.

    We tried to turn RCS off but were unable to do so

    Previously you sent and received SMS Texts.
    And they always worked OK.

    Now you want to send and receive RCS Messages instead.
    And they don't always work.

    Is that it?

    Almost right - previously sms txts worked with everyone
    Now - RCS messages work on most recipients (I don't understand why some don't but.....) - so we are trying to default it to SMS - but are unable to do so

    On my phone, I go into the messages app, tap on the account icon, select messages setting->RCS chats and toggle turn on RCS chats.

    What phone do you have? I just use the normal android messages to send sms texts, if you don't want to use rcs texts then disable or delete the app?

    If it is the Messages app from Google then you can turn on/off RCS  in the app settings.  Other SMS apps are most likely similar in that regard.
