Support with student childcare

Me and my partner are both 23. My partner is starting her midwifery degree in September. We live together and have an 18 month old together who will be starting nursery at the same time. As a young couple the cost of nursery is causing a bit of stress. We are unable to utilise tax free childcare as she will not be working. Apparently we are unable to access the childcare grant as it was deemed that our child is financially dependent on me and not her. 

Looking at the form for the childcare grant it appears if you are over 25 you do not have to disclose your partner's income, does this mean the only reason we are not getting it is because of our age? This seems very unfair if it is the case. Granted I do earn more than the 'household income' band, but if there is no need to disclose income if you are over 25 I am a bit confused. 

Has anyone else been in this situation/have any advice? As it currently stands we will not receive any help whatsoever.
