It's very much hit-or-miss with MPs and what they can/can't achieve. As someone who has dealt with MP queries, I would say well done, you have been very fortunate. But I agree that OP should try contacting their MP as most other avenues seemed to have failed.Murphybear said:Other vote for contacting your MP. As well as your MP, you could try writing to your local councillors, they can be quick to react and help with communication to the right people1

Unless there is a river nearby the fact that it is wasteland should not be a problem. Someone or something must be feeding the rats and that is what you need to stop.Is someone dumping food into the wasteland ?1

Ask your councillor to get Environmental Health involved. Mention Weil’s disease.1

Do you have any legal insurance? I am not sure whether this level of rat infestation would be classed as a nuisance in the legal sense but it might be worth looking into .
It may also be worth considering whether speaking to a pest controller and looking into whether there is anything you could do on your side of the fence to deter the rats, or what they would recommend (they may not be abeto do anything off your own land, but might be able to provide you with a report identifying the likely cause of the property and what would be needed to resolve it, which might be helpful in your reports to environmental health, formal complaints or claims against the owners, and for speaking to your local councilor and/or MP
If you have access via your garden then would it be possible to band together with your neighbours and get a contractor to cut back to worst of the growth from next to the fences and then keep thn mowed and clear, which might encourage them to stay on the waste ground.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)1
