I'd split this into two projects:
1) An easy to use program on your own PC to store the information and family trees etc.
2) A list of online resources to discover your tree(s)
For the software, I have used Gramps (free but fairly complex), AhnenBlatt (free, well designed, but created by a sole developer ), Heredis, and several others from the days of Roots on DOS. I have settled on Family Tree Builder (Windows PC) from MyHeritage.com It is actually a very easy to use system with a good User Interface. It 'encourages' you to link to MyHeritage.com, but actually works on its own.
Go online to gather your evidence (using the free resources and also the free trials for subscription services) but download your data so you are not reliant on a subscription.
For the online resources, split these into two types. The first is close to 'primary sources'. Birth marriages and death, military records, passenger lists census, telephone books, gravestones, memorials etc. Most online sites will have a variety of these databases.
The second type is 'family trees' where someone else has published their research. Be very cautious. There may be elements of wishful thinking in some of the links to ancestors. In my own family history, I have very good evidence of a family relationship. But I am aware of many published family trees on Ancestry etc. that link those same individuals in incorrect trees. When I have made contact, their source is inevitably someone else's tree that they have discovered and copied, without checking.
In that respect, I would also recommend WikiTree. This has a high standard of research, and actively seeks to resolve duplicate/conflicting family trees.
