Hi i have a badly laid floor from a builder who is reluctant to put it right am i able to get an accredited report on the floor and charge the builder for the report through Moneyclaim and if he doesnt respond then make a claim using the quote for the work before its completed or do i have to pay get the work done and claim retrospectively?

You'd need to get a report from a qualified person and then (assuming it agrees the floor is badly laid) send it to the builder by signed for post. Stating that if thr builder does not agree to remedy the floor and refund for the report within 14 days (or longer if you want) then you'll take action through the small claim court (assuming the cost is within the limit)
If you hear nothing then write again and start the moneyclaim process for the cost of putting the floor right and the report.1 -
So I’ve already given him two weeks to come back to me with a plan and timeline based on the initial manufacturers observations. But if I’m interpreting your response correctly i can claim the money before i get the work completed?
