But now can't afford too. They have taken me to court for another fine they made up as i have a blue parking badge,and the court has offered mediation but I've heard  nothing since.....this new one I offered 3 monthly payments I've said I can't afford, they're texting me, calling me, sending letters, what do I do?  They said I'm committed  to paying because I paid 1 payment because they scared me.

Why on earth did you pay. You started a previous thread. Ignored people and then start one here.
No point you coming to ask for help if you ignore previous questions and then go against the advice of this forum and then pay

Yes well, if the "they" are debt collectors, you are being threatened. It is what they do. As others have said, the experts on here can help you with all that IF you give the details needed....such as who are the PPC, their 'legal reps' , where, when and why the PCN and so on

Just ignore them.  Block their number. You've actually set yourself up as a target by agreeing to pay. That's why they are now bombarding you with calls.

However, I suggest you ask your own local MP to write to them (the parking firm and the aggressive bullyboy debt collector) telling them you won't pay another penny, are aware you've been scammed and they must cease and desist with this harassment of a vulnerable, disabled consumer.

Not by anyone here, giving of their own time and expertise free of charge (look up the cost of that at your local solicitors, even if they're prepared to take on a private parking charge!).
