How to respond to LBA

My son has received an LBA from Civil Enforcement Ltd.  The only thing that identifies an alleged offence is a PCN number with no reference to the VRN, date of offence or even what the offence was. There is no indication of the alleged sum outstanding. My son has no recollection of receiving a PCN.  How should he respond?
When calling CE the only options are to pay the whole amount or pay in instalments; there is no option to establish any further details of the alleged offence.

    He just responds referring to the pre-action protocol for debt claims and ask for full disclosure of all the evidence they will seek to rely on, and tell them he has not received anything thus far but any debt is disputed.

    HE DOES NOT PAY THIS TO AVOID COURT. Not even if their photos show an overstay. Come back here to reply on your thread when he gets the reply but only after he has complained to the landowner (do that now because that can get a private PCN cancelled in minutes).

    The email for CEL is on the forum somewhere (don't post a letter).

    Sorry if I'm being a bit slow but can you please explain "pre-action protocol for debt claims", and does "landowner" mean CEL? As I explained in my original post he has no idea where this might have originated from.

    BTW I did forget to mention that there was also no indication of where the alleged offence took place.

    Reading some of the content on the Newbies thread, if he needs to make a SAR there is no specific email address to write to (there is only one generic address), nor does it make any reference to who their solicitors are (am I getting ahead of myself?).

    The DPO of any parking company is (usually) to be found on their privacy page.  I have  the following for Civil Enforcement: -

  • Thanks for all the previous comments.  After a lengthy period of radio silence when choosing to go down the SAR route (in the absence of any other information), despite requesting in the email to their DPO an acknowledgement of receipt and a confirmation that the case has been put on hold, my son has received a folio of all the information held about him with particular reference to the PCN in question.
    It now seems that the alleged offence  was committed by the NEXT owner of the vehicle, despite my son having informed the DVLA of its sale via the changes to the V5.  So how does he now prove that the vehicle wasn't his?  Will the DVLA be helpful in this regard?

    Yes.  He contacts the DVLA for date evidence.
