I booked a hotel in Manchester and the booking website said i would pay one price but when i git there it was more as a city surcharge tax was added. I had an argument at the hotel because the price the website mentioned wasn't what the hotel was charging me .
The website said they weren't aware of this charge and will look into the issue but are they liable to refund the difference to me as they provided me with wrong information and didn't mention there was an extra additional charge

What site did you use to book and what did it's T&Cs say about surcharges. The City Visitor Tax has been in place since April this yearThings that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0

If this was booked on something like hotels or booking then they are normally quite good at listing any additional fees in the terms and conditions. That said, they're not always immediately obvious.
What was the booking platform?0 -
Most booking sites will have in small print prices may exclude locally imposed taxes and additional charges, or that additional taxes are payable locally.0

it was the dayuse booking site0

That said, I think you're just going to have to suck it up. You need to pay city tax and I doubt it is worth the time or expense in trying to recover this fee from dayuse.1 -
I'm guessing as the tax has only been around for three months not every website has been updated.
City taxes are not uncommon, most major European cities have one.0 -
interesting that the charge is "£1 per room, per night" if this was through Dayuse and did not involve an overnight stay...is it actually due?1

the money will not go in the hotel's coffers. it is a legally enforceable tax.0
