ParkingEye Eltham Passey Place New Camera PCN

I received a PCN after Parking Eye installed cameras to issue PCNs when no ticket is paid. The Passey Place car park was a car park where windscreen tickets were issued mainly (or ticket man issued tickets were sent to the address in some cases).

On the day of the event, there was someone in the car during the 31 minutes car stayed in the car park and the driver was shopping at Eltham Sainsbury's where you can redeem your 1-hour parking purchase at the checkout (totally useless process!).

The manager responded to my email asking for cancellation with a suggestion to appeal to PPC (as before). Customer service suggested as the cameras are new, many people received PCN and they were canceled by PPC during the appeal stage.

In the past I got a PCN cancelled by emailing to CEO at the same car park. Based on the above I am thinking of submitting an appeal as keeper explaining the situation and if negative, chasing Sainsbury's to get them to cancel, or what this forum suggests to do.

Do you have any advice as to when to submit the appeal, the validity of the PCN, or anything else?

    Plan A is always a complaint to the landowner/retail manager/CEO and your MP.

    Plan B is to appeal using the template in blue text from the sticky Announcement for NEWBIES, sent unaltered from the NEWBIES.

    Get photos of the site and signage, and find out when the new parking regime was introduced. The BPA CoP requires a "bedding in" period before PCNs can be issued.

    Nicely done!  Plan A is good!

    But PLEASE come back here in August to help yourself, all UK drivers/keepers and the DLUHC with their evidence needed to support the draft Impact Assessment.

    It's specifically going to want evidence about private parking charge levels - £100 is FAR to high to penalise retail shoppers! and banning the fake £70 'admin fees' that would have been added by DCB Ltd if ParkingEye had farmed the case out to them.

    Horrific extortion.  PCN Levels are far too high.

    We need to change the law and the responses that the DLUHC will be calling for, will only be open for a few weeks (still anticipated in July, so any day now).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
