Hi all
I received a PCN for not paying £5 drop off charge - I'm not the registered keeper, it's my dad - however I was driving as I was dropping him off at the airport. I just found some other similar threads and copied the template will this work for my case as well?
This Parking Charge Notice ("PCN") was issued to me as the registered keeper of the vehicle, and I am appealing as such. Heathrow Airport (including the drop-off zone) is not “relevant land” for the purposes of Schedule 4 of the Protection of Freedoms Act 2012 (as it is covered by airport bye-laws), so the operator cannot transfer liability to the keeper. Furthermore, even if (which is not the case) the drop off zone is relevant land, the PCN does not comply with the requirements of the POFA, Schedule 4, paragraph 9. As there is no legal requirement for the registered keeper to identify the driver, I will not be doing so."

Don't complicate things, send that appeal off to APCOA in your father's name (I'm assuming the PCN is addressed to him) and have the charge cancelled swiftly afterwards. Which option do I choose when I appeal - is it "other" or " I'm not the registered keeper"0

Any that doesn't imply or reveal the driver's identity. If you select, "I'm not the registered keeper" then the implication is that you are admitting that you are the driver.
