As said, it's twisted.
Someone has flipped the caliper over when the brakes were done.
It's easily done but they should have taken more care really.
It's a simple task, the caliper needs to come off and it rotating back again.
No parts are needed and it shouldn't take longer than half an hour.
As for the MOT fail, I seem to think this can be considered both major and minor by a MOT tester. (1.1.12)
There are a couple of results for twisted brake hoses.(b) Flexible brake hose:
(i) slightly damaged, chafed or twisted
(ii) excessively damaged, deteriorated, chafed, twisted or stretched

The tester has interpreted as (ii) Major and in my opinion rightly so.1 -
