@devonlad, you are complicating this too much. Just tell your colleague to appeal the PCN as the "hirer". Nothing else matters. The "driver" and the "hirer/keeper" are two separate entities in law. The liability for the PCN cannot be transferred from the "driver" to the "hirer/keeper".
Just tell APCOA to go fornicate with themselves and chase the driver... if they ever find out who that was... which they can't... unless someone blabs to them... which they won't... unless they are stupid.
It really is that simple with these intellectually malnourished companies.
That message from the lease company also shows that they have little comprehension about parking charges from unregulated private parking companies. Using words such as "relevant authority" and "liability of this offence" proves that. No "offence" has been committed and the unregulated private parking company set up by a bunch of ex-clamper scammers is definitely no "authority".1
