I'm concentrating on my response to the DLUHC "call for evidence" at the moment, but when things settle down a bit, I intend to make the same complaints as a concerned regular user of Bristol Airport to the CAA etcetera about the apparent lack of byelaws being in place.
I don't know what they mean by "the old airport site" because the latest byelaws were introduced in 2012, and the location where the alleged event occurred, which is the main route into the airport, has not changed in that time.

Anyway, keep complaining, but otherwise ignore VCS for both of your PCNs unless and until you get a court claim, and obviously do not pay them a penny.

By the way, there was a post on the DLUHC thread by a poster who beat VCS in court after they were given a No- Stopping PCN at Bristol Airport. They had been rear-ended and had to stop because the two cars were entangled. It would be worth sending that poster a PM to ask for the case number, the name of the court, the name of the judge, and their title and first initial.

Thank you @Fruitcake. You mentioned this:

I am sorry about this basic question - where would I find this thread?

Once again, VCS admit that their signs about not stopping are only advisory:

I thought it was in this thread, but I was mistaken.

It was actually posted by C-m about a story reported in the BristolPost, but it would be worth contacting them about your case.

What has the fact that there are over 80 signs "advising" drivers not to stop got to do with the price of eggs in China? You could probably use that bit to argue, if it ever got to court, that VCS themselves state that the signs are only "advisory".
Dear VCS, if one of your operatives was standing in the roadway, would you want me to stop or .............

If Bylaws are no longer in force then this should be taken up with the Airport and the CAA,
