I cannot believe VCS are trying to charge us for being blocked in traffic and waiting in a queue!

I can. It's how the ex-clamper owner maintains his millionaire lifestyle.

I think the Airport will cancel this; if not please get an article in a newspaper, to force the issue.  Remind the Airport that their own byelaws ALLOW stopping outside of the driver's control or in an emergency so why is VCS apparently ignoring that clause?

And we sincerely hope that you are au fait with the need to respond to the Government's draft Impact Assessment and provide your evidence to the Consultation?

    Anticipated to start THIS MONTH.

We all need to ram the nail in the coffin of the false £70 'DRA fee' add-on, that actually funds the court claim and toxic CCJ culture and pays for the aggressive approach.

See you back here in a couple of weeks please, or in August, if you and your motoring family want to stop this litigation rush by banning the £70 add-on fee that disproportionately funds the roboclaim firms.

It will only be open for a few weeks. In your case I would be very keen to tell the DLUHC that £100 at Airports is appallingly high and not a  clear & obvious 'deterrent' at all ...and in cases such as this, what behaviour is the driver meant to be deterred from, exactly?  You were queueing in traffic!

I can't see how VCS can prove the gent walking on the verge is from your car. Are there pics to show the passenger getting out?

The gent isn't from the OP's car. He has already said so in an earlier post. You are right though, they won't be able to prove any particular pedestrian is from a specific car without also proving the car was stuck in traffic.

There are a few photos taken by VCS - they are sills from the video footage. One of the photos shows (although not very clearly) the passanger getting out of our car that stopped in traffic

The advice hasn't changed; Airport will cancel it and if not, get it in the paper.

Hi @Coupon-mad @Fruitcake . I have sent an email to Bristol Airport General Enquiries, as advised. Here is the letter sent:

I am writing to you (Bristol Airport Ltd.) as the sub-contractor to the landowner (Ontario Teacher's Pension Plan) regarding the Charge Notice VCS****** sent to my address by the Vehicle Control Services on ** July 2023.

The Charge Notice relates to the event on ** June 2023 when the car stopped in a queue of traffic on North Side Road, the passenger got out of the car and ran to the terminal so they would not miss their flight. After the traffic was cleared, the car was parked in the Bristol airport's pre-paid Multi-Storey car park, fully pre-paid at the cost of £** for the period between ** Jun 2023 and ** Jul 2023.

There would have been NO reason for stopping the car so close (about 200 meters away) to the pre-paid parking had the road not been blocked by the bus. The photos provided by VCS clearly show the queues of traffic in both directions, blocking North Side Road. The photos from VCS also show several other passengers leaving their cars and walking on the side of the road with their suitcases so that they do not miss their flights.

I request that this Charge Notice is cancelled. If you decide not to cancel the Charge, I would request that I get a refund for the cost of the pre-paid parking that could not be fully used due to the car being stopped in traffic.

I have contacted BBC Points West TV and Bristol Evening Post about this event as I assume that several other passengers/drivers were affected by similar traffic queues, and unfairly targeted by VCS Charge notices, at Bristol Airport. I will wait for your reply before proceeding with the publication of this news story.

@Fruitcake , when do I send a letter to VCS (PLan B ) ? On the Charge Notice, VCS provided an appeal deadline (via their beloved IAS) of 1 August 2023. Shall I start the appeal anyway?

Plan B is the PPCs own appeal service. You just appeal using the wording advised without disclosing the drivers details. They have no idea who the driver is and they cannot transfer liability from the driver to the keeper. You are appealing as the RK, not the driver, which are two separate entities in law.
