Equifax

I have signed up for alerts with all the agencies in anticipation of getting a mortgage two years ago. I noticed recently that my Equifax score was quite low. I logged on and it said I wasn't on the electoral roll (I am).
I contacted them and they basically said that I hadn't informed them I had moved so I wasn't on the roll at my "current address." I said that I have never informed a credit agency, including equifax, that I have moved, and I moved three years before and they automatically updated my file.
I then asked if everyone in the UK was required to call equifax when they move and they said yes! Before I put my concerns in an email, has anyone come across this?
