Barclaycard don't allow additional card if not "close family member" or at same address.

This morning I rang Barclaycard with a view to obtaining an additional card for my partner. I've had additional cardholders in the past with no problems. This time, they can't issue one as my partner doesn't live with me and they can only provide additional cards for "close family members". This never used to be the case as one partner didn't live with me and one only lived with me for half the year.
This is a shame as, having a disability, I can't get out as much as I'd like and it'd be really helpful if he were able to buy things on my behalf. Generally he pays cash and I transfer it back to him. Sometimes I've given him my card. But it occurred to me how easy it would be if he had an additional card on my account.
Aside from the fact that I was on the phone to them for 45 minutes and every question involved the adviser having to put me on hold for several minutes - does anyone know when these rules changed?

Just checked MBNA and according to their blurb, I can have an additional cardholder for someone over 18. It doesn't state they have to be at the same address. That seems more reasonable.0

This will just be Barclay's rules as others are happy for your to give cards to much wider set of people1 -

It applies to a fair number of lenders due to AML considerations.
MBNA is now basically just another Lloyds brand and they used to to have the same requirement. I would double check before applying since this is important to you.0 -

Not saying you wont get away with the fraud @guesswho2000 but most arent as brazen to recommend it on a public forum given the potential consequences were the OP's bank to find out4 -

Online retailer may refuse orders by these people, if they are not happy to send to a address that is not listed on the account.Life in the slow lane1
