Welcome screen displays for 20 seconds Windows 11.

I installed Windows 11 on a HP 15-bw069na laptop and when it boots it stays on the welcome screen for 20 seconds before it gets to the desktop screen.

I have disabled all the start-up apps and removed the password so it boots directly to the desktop but it still sticks on the welcome screen for 20 seconds.

I am using a Microsoft account.

This is usually caused by anti-virus software - Norton and the like?

Or an out of date driver.

All drivers are as up to date as possible and I have already tried a clean boot.

Are all the devices on device manager showing they are installed correctly and no drivers missing 

Both my windows 11 upgrade laptops I did had only the microsoft basic adapter driver for the screen which was wrong, the gpu was missing its driver and wasn't working and the fingerprint reader wasn't installed cause windows didn't recognise it 

All that was causing longer start up times and higher temps than what was normal causing the fans to sound like it was going to take off

No idea why but as soon as I downloaded all the drivers , the laptops started  behaving themselves

Both were lenovo laptops by the way
