And as was pointed out there is absolutely no way to do that until the buyer responds to the offer of a partial refund. Which is what prompted the entire thread in the first place!Rantband said:

When it happened to me it flashes up that the seller only has one chance of offering a partial refund if refused the seller has to give full refund.

Yes, but I didn't ask what happens if they reject the partial refund. I asked what happens if they don't accept it. Which isn't the same thing. If the buyer declines the part refund the seller will be expected to carry on with the return as normal (label + refund), if the buyer doesn't interact with the return at all (neither accepting or declining the part refund offer) it's likely the return will time out and close with no further action required from the sellre and no refund granted to the buyer.Rantband said:You are wiser now due to my comments.
The main issue isn't really what the buyer gets, it's whether or not they can ask eBay to step in immediately after declining the offer as if they can there's a risk in sending such offers that the seller would end up with a seller unresolved case on their performance dashboard.
