Can I use section 75 in this instance?

Hello,
Hope someone can help. I made a reservation through booking.con for £98.92 for which an error came up when I tried to pay: we couldn’t make your reservation but we’ve taken payment and we’ll issue the refund within 24 hrs. I took a screenshot of this and I never received an email to confirm reservation.
Then they emailed me the details to trace the refund on my credit card and said they couldn’t confirm the reservation. I checked my credit card statement this morning. The money was taken out of £98.92, then it was refunded back in. Yet, I now see a pending payment of £98.92, which shouldn’t be there obviously.
Can I contact my bank when the pending payment has cleared? Given that it’s under £100, can I use the section 75. I would argue that the reservation was never confirmed and so there shouldn’t be any pending payments sitting on my account.
I really hope I can use Section 75, otherwise it’s absolutely disgraceful if booking.com is taken payments from customers for reservations never confirmed. It shouldn’t be allowed to happen!!

If it is pending just leave it a few days and it will probably disappear. If the money comes off just contact booking.com and ask for a refund. If all that fails contact your card provider.1

No. It's under £100 and they haven't taken any money in any case.
Even if they had, you wouldn't use s75. You'd simply do a chargeback.
It's nothing disgraceful. It's just some confusion which will be easily sorted.0 -
