Probate and transferring ISA allowance

My mum died recently and had an ISA with Kent Reliance. We've had to apply for probate as the Kent Reliance threshold was £25k.
I have asked Kent Reliance if they can simply move the amount from my mum's ISA into my dad's Kent Reliance ISA (once the probate has been granted).
But my dad has been told he will need to open a new ISA as they don't offer APS (Additional Permitted Subscription) into their ISAs.

Can anyone suggest a provider who will offer an APS into their ISAs?

I know the Skipton BS have a legacy ISA for this very purpose.

According to this (Mar-23) article 23% of providers offer APS and the best offerers are listed in the article.
Remember that this "separate" account can be merged into a single account with any provider by way of a future ISA transfer if a single account is important to you
