Car Insurance Renewal Quotes Delayed

My car insurance is due for renewal on 1 August, but I haven't received the renewal invitation from my current insurer yet (Zenith), even though the renewal date is now less than 21 days away. I contacted them, and they just said that renewal quotes were delayed and would be sent at 16 days before renewal, rather than the usual 3 weeks.
I already did my quote shopping last week (with the help of MSE Compare+), so have competitor quotes ready to go. I have half a mind to just pick the cheapest quote now and reject the renewal.
Anyone had similar experience with renewal quotes coming later than 21 days before renewal?
