Does anyone know of a credit card with a decent amount of 0% on new purchases offer, but also with no fees for using abroad please?

The only option I know of is Virgin Money: https://www.moneysavingexpert.com/credit-cards/best-0-credit-cards/#virginmoney12
It offers 12 months at 0% interest and also has no fees on spending within the EU (there are fees if you use it outside the EU) according to this page: https://www.moneysavingexpert.com/credit-cards/travel-credit-cards/
To be honest, I think you're better off getting two separate credit cards: one for the 0% interest and one for overseas spending. If you're worried about making two separate credit card applications in a short space of time, there are lots of debit cards with no overseas fees which are just as good as credit cards (thinking Chase, Starling, Kroo, First Direct, Virgin Money). You could get a 0% interest card and an overseas debit card now, then apply for another credit card to use overseas in 6-12 months time.
Also bear in mind, you can normally only have one credit card with a single company. Therefore, if you get the Barclaycard 0% interest card, you won't be able to also get the Barclaycard Rewards for overseas spending.0
