Dodgy Terms when Moving House with Talk Talk

Hi, I'm in the process of moving home, and trying to move over my broadband. I have 11 months left, and have been told by their online system that I can't transfer my current 'deal', so have to start a new one. Not the end of the world, as only 6 months longer than the current one, and only slightly more. However, when I checked the terms and conditions, it says that the guaranteed minimum speed is 0Mbps. It says that we can cancel without penalty if it goes BELOW this, which seems to suggest that even if the speed goes to 0Mbps then we would still be locked in for 18 months.
Surely this can't be normal?

Sounds like a systems glitch. Might be worth phoning up and asking.
Or, do a dummy new deal with another provider (eg, BT since both it and TalkTalk are on OpenReach) and see what it says - they often use the same data sources to provide speed information.0
