The skirting is purely an option, but is one of the things you will need to decide on.

If you don't have a skirting or floor-frame, you'll need to work out how close your door and drawer front bottoms can get to the flooring before it makes contact; too low and scrapes, too high and you'll have a visible gap along the bottom when the doors are closed - where dust will get in

Keep looking at pics, taking these factors into account.

For the draw part I would be tempted to just have a removable panel and then use storage boxes under there.
