Depop item didnt arrive

Asking for a colleague. They purchased an item from selling site Depop and paid via Paypal. After 2 weeks they chased it up as it hadnt arrived, and the seller took a day or 2 each time to respond, making multiple excuses including it was delivered, then it wasnt delivered as no one was home to sign for it. Ring doorbell tells a different story as no parcel was even attempted to deliver.
Raised a ticket with Paypal, uploaded all the screenshots. Kept checking back and Paypal was saying 'waiting for seller to respond' so my colleague left it, assuming/expecting if still no response, then it'd be settled in her favour and her payment refunded (was for £90).
She got an email monday saying it hadn't been escalated in time so was settled in the sellers favour, case closed.
So now she's £90 down, the seller still has the item and not responding. Is there anything she can do please?
