Fixing some bubbles in paint coat before doing second coat

I've just recently painted my stairs and we gave it a cost of zinsser gardz as looked like old owners used a vinyl paint and we used with filler on uneven parts. Walls were sugar soaped and cleaned before gardz coat

It looks 900% better but in one small part we have some small bubbles which are bugging me. 

I was thinking to sand down with high grit sandpaper before the second coat and hope they don't come back? I am tempted to do another layer of gardz but didn't know if it would be obvious where this had been done? 

Rest of hall/landing/stairs is fine so it's a bit annoying to have it happen in this one small part

    I'd try rubbing that back with some 120/180 grit paper before painting again. Did you paint it with a roller? It may be that you just didn't lay off that bit properly so the paint has bubbled a bit.

    Yeah standard 9 inch roller, it's farrow and ball paint and find it does go on a bit bubbly but this is like bubbles from underneath

    Are you sure it's bubbles and not bits of fluff from the roller when you first started applying paint?

    It's 100% bubbles as it bubbled up right away. The section is in the middle of the wall and the rest of the wall is ideal, it's just this one section
