I hope others can advise, but I suspect you need someone on the ground to examine this properly.
A number of issues for them to look at from what you say:
1) Has the guttering been altered? If so, has this affected the way it works.
2) Has he cut into your house wall? If so, is this causing issues such as damp?
3) Where exactly is the boundary between you?
4) Where are the cables he has run - on whose side?
